S because Evolution III upgrades a team you already field at no slot cost: a stronger back-row guard and 10% more damage from your starting Water back-liners. On the field it adds little.
Overview
Few Palmon can do their main job from the bench, and Kungpaw is one of them. Shifu's Guidance lowers the Rage Skill damage your back row takes for the first 10s of each battle whether Kungpaw is deployed or not, and Kungfury adds 10% damage to your starting Water back-liners on the same terms. That makes the third skill the only one worth levelling. On the field, Tidal Vortex throws Qi at 3 random enemies and gives it a chance to shrug off hits for 5s, enough to hold a front slot in our Season 2 Water team before the Mythics come.
Once Glacewing, Plunderjaw and Sylphira are in, it loses that slot for good. It has no camp job either, so a benched Kungpaw is worth exactly its aura.
