Longer Burn and Freeze and a 50% chance to keep Freeze, useful only in a freeze deck; Cecilia gets far more from frost.
Ice Mage makes Freeze last. Snowball Fight adds 1 second to every Burn and Freeze you inflict and gives your items a 50% chance to use Freeze without spending it, which suits a backpack built on Icicle Summon and Instant Freeze, where Freeze is the resource that turns into stuns. His early chapter runs keep two Icicle Summons, a Wooden Shield and two staffs, and hold off on merging the Instant Freezes until round 4.
It is a narrow kit. Outside a freeze deck, one extra second of Burn is a small gain, and there is no damage bonus of his own. Cecilia's Backmasking turns removed Freeze into free spell casts, which does far more with the frost plan. Keep Ice Mage for early chapters and move on once you have an Epic or better Wizard.

Stats. Raises ATK by a percentage that grows with each of the hero's stars (max 9).
Two Icicle Summons, a Wooden Shield and two staffs are the core, and the Instant Freezes stay unmerged until round 4 so they keep stunning. Red Dragon's opener and Mimic's merges carry the damage and the economy.

What Ice Mage gains from unlock to 9 stars. The Ownership bonus raises every hero's ATK, whoever you play. Supply Ability is how many supplies you can take into a run, starting at 5 and rising by 1 per star.
