Crit Rate only while overhealing, so healing-cut bosses and slow starts switch her off; Talin's crit loop needs no setup.
Lua needs to overheal to work. Fairy Wisdom triggers on excess healing, giving 3 Focus and 5% Crit Rate to every weapon for 5 seconds, so her backpack stacks Fairy Forest Twig and Fairy Bow, the items that heal on hit, until healing overflows constantly. Once it does, the crit buff stays up and her weapons start landing big hits.
Getting there is the problem. Early in a fight, or against a boss that cuts healing, there is no overheal and so no bonus, and she has no damage skill of her own to fall back on. Talin, also a crit Ranger, gets her refunds from the crits themselves, which works in any fight. Lua is an Epic worth starring for the ownership bonus, but she rarely leads a push.

Stats. Raises HP by a percentage that grows with each of the hero's stars (max 9).
White Wolf Captain's weapon Haste means more hits, and more hits from healing weapons mean more overheal, which is what switches on Lua's crit bonus. Geezer and Mimic speed up the fairy items that do the healing.
On overhealing, gain 3 Focus and increase Crit Rate of all Weapons by 5% for 5 seconds.
Only Lua can find this in a run: buy it from the shop, or merge it where a recipe is listed. Effects, stats, prices and shapes are the game's own numbers.
What Lua gains from unlock to 9 stars. The Ownership bonus raises every hero's HP, whoever you play. Supply Ability is how many supplies you can take into a run, starting at 8 and rising by 1 per star.
