30 Focus at the start and all of it gone under 60% HP; Acrobat's dodge bonus lasts the whole fight.
Overview
Sniper front-loads everything. Ultra Focus starts each fight with 30 Focus, which feeds crit-hungry bows from the first shot, and Western Crossbowman makes Crossbows easier to find, pointing the run toward Arbalest and a fast opening volley. In short fights, that head start is enough to win.
In long ones it disappears. Dropping to 60% HP takes all 30 Focus away, so any boss that trades hits with him strips the whole kit, and nothing in it helps him stay above that line. Acrobat, another free Ranger, keeps her dodge bonus for the whole fight, which is why she sits two tiers higher. Sniper is fine for early chapters, and his stars mostly matter for the ownership HP bonus.
