Dodge is his damage: Shadow Hunter attacks twice after every dodge and Outlaw Tactics opens with 3 seconds of full evasion, which is why he takes over from Rose as the main carry past Chapter 100.
Overview
Raven wins fights by not getting hit. Outlaw Tactics makes him evade everything for the first 3 seconds, and Shadow Hunter answers every later dodge with a double attack, so a backpack stacked with Dodge is also his damage. That is why his chapter runs lean on Crow Necklace and Air Walker for Dodge and on Fairy Dragon, whose burn heals him as it lands. Primal Flame with Gloves of Plague stacks the burn that finishes the job.
His weak spot is a boss that heals and cleanses, where burn falls off and the run needs more raw crit to close it out. Call it Survival Instinct dodges one lethal hit for 5 Focus and gets pricier each time, so it buys seconds rather than safety. Pull him first if you can. If you can't, Acrobat runs much of his dodge plan at Rare.
Recommended build
Outlaw Tactics — When the fight starts, Evade all attacks for 3 seconds.
Shadow Hunter attacks after every dodge, so this run stacks Dodge from Air Walker and at least two Crow Necklaces until most hits miss. White Wolf Captain's Haste makes Raven's weapons fire faster in the opening seconds, and Fairy Dragon's burn heals cover the hits that do land.
Seiren replaces the Haste pet here: its cushion worth 200% of max HP protects Raven while the dodge pieces are still being bought. Hunter's Bows and Fairy Armor carry the first four rounds, then Fairy Dragon and Crow Necklaces turn the build into a dodge engine.
Tiger's 25% weapon damage and 30% Crit Rate carry the crit side, and Red Dragon's 40% hit covers the damage the early backpack lacks. This chapter's last boss heals and cleanses, which is where burn stacking stops working, so the run switches to a full crit burst for that fight.
Swaps. Fire Fox can stand in for Red Dragon, at much lower damage.
